Councilmember Matt Westmoreland
Councilmember Matt Westmoreland holds the Post 2 At-Large seat on the Atlanta City Council, where his work has focused on housing affordability, inclusive economic growth, and investments in infrastructure and greenspace. Councilmember Westmoreland has served on the Atlanta City Council since 2018 and is in his third term. Currently, he is the Chair of the Community Development & Human Services Committee and sits on the Transportation Committee, Zoning Committee, and Finance & Executive Committee. Prior to City Council, Councilmember Westmoreland was the District 3 Representative on the Atlanta Board of Education, serving as chair of its Budget Commission and legislative liaison to the Georgia General Assembly.
An Atlanta native and proud product of its public school system, Councilmember Westmoreland received his bachelor’s degree in history from Princeton University, where he served as editor-in-chief of The Daily Princetonian. After graduation, Councilmember Westmoreland returned to Atlanta as a Teach for America Corps Member and taught history at Carver Early College High School in Southeast Atlanta.
Councilmember Westmoreland previously served as program director for the educational nonprofit Horizons Atlanta. He serves on the Board of Directors for HOPE Atlanta, the Junior League of Atlanta, Invest Atlanta, the Atlanta-Fulton Public Library Foundation, and Chairs the Artificial Intelligence Commission for the City of Atlanta. He is a graduate of the Leadership Atlanta Class of 2025, Regional Leadership Institute, LEAD Atlanta, NLC-Atlanta, and the Senior Executives in State and Local Government Program at Harvard University's Kennedy School of Government.
He is a lifelong and active member of Peachtree Road United Methodist Church and lives in Midtown.

Elle Chumlongluk

Director of Stakeholder Engagement and Communications
Elle Chumlongluk serves as the Director of Stakeholder Engagement and Communications in Councilmember Westmoreland’s Office. In this capacity, she works to strengthen connections between the council office and Atlanta’s residents, community organizations and stakeholders. Prior to joining the City of Atlanta, Elle worked across federal, state, and local government and academic sectors, where she focused on health communications, behavioral health research, and cross-sector public health partnerships. Elle holds dual bachelor's degrees in public health and political science from the University of Florida and a Master of Public Health from Emory University.

Graham Younger
Director of Policy and Legislative Initiatives
Graham Younger serves as the Director of Policy and Legislative Initiatives, shaping Councilmember Westmoreland’s policy agenda and leading the Post 2 office’s analysis of legislation. Graham comes to City Council with over a decade of policy experience, working on issues ranging from early childhood investment to voting rights. He also worked to organize and lobby for a variety of stakeholders, including faith leaders, retired military flag officers and criminal defense lawyers. Graham holds a bachelor’s degree from Davidson College and a JD from the University of Georgia.
